Ghanamatters.com has sighted a document alleged to have been signed by the secretary to cabinet, Mrs Mercy Debrah-Karikari requesting approval of sole sourcing for the government drones project. The project promises to use drones in transporting medical supplies countrywide.
Although it is within the law to use this method in procurement, it is not clear whether, value for money has been the underlying consideration for this approach.
What is sole sourcing?
A “sole source” procurement can be defined as any contract entered into without a competitive process, based on a justification that only one known source exists or that only one single supplier can fulfill the requirements. In purchasing sole sourcing take place when only one supplier for the required item is available, whereas with single sourcing a particular supplier is purposefully chosen by the buying organisation, even when other suppliers are available (Larson and Kulchitsky, 1998; Van Weele, 2010).
